No idea if dealers can do it, but I would doubt it. Essentially all they have access to is PP and that won't do it. Its a "specialist" (read man who has spent years / tons of £££s collecting the right bits of software and cables for his laptop)

If you live in a large city a quick google will find you someone offering to come to you and do it, not so lucky down ere though.

I nearly bought a 'Y' reg 2.2 before I got this one - it had mysteriously covered 187,000 miles one night while locked in the garage. I was a bit sceptical & eventually walked away.

During the time I was actively considereing it the dealer approached several 'mileage correction' specialists. The consensus was it was still likely to change itself back, so he offered me a further discount to take it as it was.
