I think it's somebody trying to reduce his ridiculously high 406 insurance premium with an ingenius anti-theft measure. There won't be many car thieves that would steal it & any that did wouldn't exactly be able to hide very easily!

Bung a 406oc sticker on it next time you see it I'm sure we can arrange sending one up to you if you take a pic.
