Brake cleaner is perfectly safe - for cleaning brakes.
If you read the article, you'll see that's not what he was using it for, and he basically ignited the stuff using his welder, turning it into a highly poisonous gas.
There are millions of household products which are utterly lethal if used incorrectly.
For example, if you're cleaning your toilet, and use a combination of bleach and ammonia, you will create one of three substances (depending on the proportions of bleach and ammonia you use):
1) Chlorine gas, which can kill you if you inhale too much, but can also cause serious long-term health damage if you don't inhale a lethal amount
2) Nitrogen Trichloride, which is highly toxic and volatile (read: dangerously unstable explosive)
or
3) Hydrazine, which is essentially a very highly explosive rocket fuel - too much ammonia will cause this stuff to explode
