Been meaning to join for weeks and finally remembered today anyone know how i go about putting it as my sig?

They give you a little URL with forum code to use for a little signature banner, just add that to your signature .
Something like:
[ url=http://www.fuelly.com/driver/scotty73/406 ][ img ]http://mefi.us/images/fuelly/sig-uk/84398.png[ /img ][ /url ]
I haven't updated mine in ages as it depresses me. Though I might be hitting 25mpg these days as the rear brakes are no longer binding.

Will it display figures lower than 23.5?

Depends who's using it. 

2002 HDi 2.2 Exec Estate, (2008-12) (wonderful)
2003 HDi 2.2 6-speed Exec Estate (2012-19) (also a gem)
2009 Citroen C5 2.0 HDi VTR+ Estate (godawful heap)
2008 BMW E91 330i touring (great fun - murdered by a reversing SUV)
2007 BMW E91 325i touring (slower smoother quieter)

I saw someone with a quoted 88mpg on a 406 on there earlier wtf?

I went away from it for a while was using an iPhone app called road trip, but i just typed all the fill ups that were in it.
Anything over 40 is good, and on a long motorway drive it can do 50mpg no problems now.

Bottom of the page, below the fuel ups, theres a Twitter icon, facebook icon etc.
Look for a little
icon. Click that and it'll give you forum signature code.

the website looks like this, click on your car, you can see the key beside it, then on the page that the link takes you to, go down on the page until you see this:

click on this and you will see all the choices:

copy the text below whatever signature you want, then go into 406oc or any other forum and go to user control panel>profile>edit signature and paste the code into the box, you can put it in even if there is already other text:
