Similar deal to my moms Picasso, its a 53 plate car, she bought it new and has had it serviced every year at Citroen. Currently mileage? 27,000.

In the next village along from me theres a chap with a 53' plate 110 's' estate the same colour as that saloon with 37k on the clock,i've only saw it move 3 times last year and 1 of those was for it's mot,i did stop and have a chat with him and to be honest it's going to rack and ruin,last mot he had to have the rear calipers overhauled as they had seized solid through lack of use.

Yes sometimes low mileage can be the death of a car, I bet the engine is well coked up and probably a lot of deposits built up in the oil ways and cooling system. It probably is worth top dollar, today, but it won't be long before it's 15 years old and back with higher mileage and not worth much
tricky to see who it would appeal to really.

When it rolled off the factory line, it had new rubber. Rubber degrades with time, whether it's used or not - that's why you have X thousand mile or Y years cambelt change intervals. You wouldn't catch me paying that sort of money for a 10 year old car with such low mileage, unless 30k of it had been put on in the last couple of years and it'd had all the important bits replaced. Seems like a right money pit in the making.
I mean, the cambelt change this year is a good start, but was WAY overdue, and how old are the tyres? How well do brake pads age? Will the exhaust mounts disintegrate first time it goes over a pothole? How old is the oil? How degraded has the AC become without use? ...

On a similar note, a friend at work bought a Rover 213, 1988 F reg, low mileage ( 35k ) and in mint condition.
The elderly gentleman owner had it garaged all its life, regularly serviced and no expense spared when things needed doing. He even took it to classic car shows and won prizes with it.
Sold for £300.
Shows that you may as well just use a car and not bother to take great care of it as it will be worth the same either way when its older.

I had that convo with an RS2000 owner last night.... If you love a car why sell it? If I ever have a car from Brand new (or a year or two old that's in prestine condition) there's no damn way I shall be selling at a huge loss, I shall be taking care of it, garage it and pass it down to my children because if it's well looked after maybe not 10 years time it'll be worth loads - but one day, it will be.............

If the cars done 3 to 4000 a year and serviced regularly as stated I'd say it's worth the money, plenty of 10 year old motors around the £3000+ mark and they're in worse condition with no history. I haven't got the cash so won't be buying it but you get my point.
