Wot Doggy said, there's always the chance that there is no cruise control option in the engine ecu or if it's there you might not be able to change it to "present", so you must use PP2000 to check in the engine ecu and BSI that you can actually change this stuff before you go any further (although having the wiring there is probably a good sign...). I know this is a nuisance because you don't have it but, once verified and with the wiring in place, the job is almost done (you can attack the cowl with a knife later)

Well I'm trying the hard way... Peugeot dealers, pillar to post so far:
The reply from my local main dealers:
"Good Afternoon,
I have never been asked this before and therefore cannot say wether it is possible or not.
I know that in days gone by we have spoken to our technical team in Coventry and they have always said not to activate anything on the car without their sayso or approval as in doing so there could be other compications / issues arise.
I would think on this occasion i would give a wide berth towards this request unless somebody from Peugeot UK could verify that it could be done.

1. Find someone nearby with PP2000 and arrange a date (don't bring flowers...)
2. They will plug your car into PP and check whether the engine ecu and BSI can be configured for cruise or not.
3. If yes, fit brake light switch & control stalk and enable ecus.
4. Test drive.
If the engine ecu can't be configured at least you'll know. I really wouldn't bother with Pug, I think it costs something like 50 quid just to plug your car in and that'll be a complete waste if the answer is no.

I would agree with you if anyone was replying to my wanted - someone nearby with PP2000 request
