Slow 406 2.1 TD and whine on acceleration

My 406 seems a bit sluggish to me, 0-60 taking about 20 seconds, doesnt like to pull over 80 unless its going downhill, not to sure what to check or look at first, also when i accelerate you can hear a whining noise, unsure if this could be something to do with the turbo? Anyone have any ideas?

does it rev past 3k rpm? or rattle badly on acceleration? any smoke?

revs past 3k no probs, doesnt seem to be any smoke, not rattle either, can be doing about 80-85 (when it gets there) and hit a slight uphill gradient with foot on floor and speed will decrease, will only hit 100 if i`m going downhill!

checked pies on intercooler?? just had a prob like that on mine.

is it a hissing noise under heavy acceleration? possibly leaking boost. ie. your turbo aint gonna be giving you much power if air if boosted air is leaking out.

Check condition of all pipes and jubilee clips from the turbo to the intercooler, then check the intercooler, then check the pipes from the intercooler to the engine.

If this is the problem then you're looking for split/perished/ cracked pipes, or loose connections
