It's not necessarily that - the Mk4 Golf is the same age (as a product range) as the 406! The fact is VW seem to intentionally make anything beyond the most basic maintenance into as difficult a job as possible, presumably to put people off DIY. VW package a lot of components - eg if one component will break, it will be sold as a "unit" with other components which may be working fine!
