I use TMPGEnc (http://www.tmpgenc.net/en/download.html) to convert to MPG & chop out the bits I want, then JASC Animation Shop to make the MPG into separate frames, then go back and forth between PSP & Animation shop to edit the individual frames and finally optimise & save it as an animated gif in Animation Shop. I could talk you through it, TMPGEnc is free for the basic program and there are loads of art programs but I can't find a free program that can open an mpg as an animation. I will investigate...

Converts really nicely, very clear image. Which is unfortunately huge and the program doesn't give you any way of altering the images other than to drop the size to 50% and for some reason the less of your clip you want as an animated gif, the bigger the resulting file is 5 megs for 15 seconds The 31 second mpg I started with was smaller than that!
