The system meters the fuel elsewhere (not sure where, Doggy's your man for that sort of magic but I suspect it''s not at the in-tank pump). I think all the leaks you seem to have are responsible for your poor fuel consumption (what is it now? 10 quid for 40 miles, not sure how many litres that is, 6 perhaps? 1.3 gallons say, so that's about 38mpg, not too dreadful really).
You seem to have posted a few pics, how about one of the leak on the fuel pump? I'm not sure where it could leak on the top, the (not very) usual one is on the end away from the belt on the regulator.
The puddles around the injectors, well not sure but I don't think that's blow past, are the HP line connectors ok? Leak off pipes perished? How about mopping it up and seeing if it reappears?

Any problem like this will affect the MPG, due to the leak the system will be short on pressure and you'll be squeezing the throttle much more to get the same drive.
You must be very careful not to undo any joints/unions on your fuel system with the engine running (or shortly after) if you caused a jet of fuel to whiz out under pressure it'd have your eye out (no kidding).

Indeed yes, full pressure is something like 800 bar, which is somewhere near what they use to cut holes in concrete with water, so your eyeball (indeed your whole head) won't prove much of an obstacle.

Great replies again, thank you very much. I had a mechanic over today to fit a new cv boot and engine mount, which he told me the mount was fine so didn't fit it, and in fact needed a whole new drive shaft! Due to a previous owner not fitting a clip of some kind on the shaft so the hub fell off in his hands! Luckily there was a replacement shaft and the breakers for a reasonable price of £40. He fitted it for £50 which is very good. Before he left he looked at the leak and also plugged the car into the fault reader which found an egc insufficient flow error, fuel pressure regulator fault and it also picked up a liw pressure due to a leak between the hp diesel pump and plastic where the sensor is on the top. He said the turbo is fine.i bought a cam belt kit today and will get a new hp diesel pump next week and will be fitted next weekend.
