i know of a place that can correct the mileage of a 406, though knowing they can correct a mileage, how do you know if a 406s mileometer thing cant be clocked?

You don't.
I'm not sure if someone with the Peugeot Planet software would be able to do this (guys?) or if you'll need to go to Peugeot for it. I don't know what's involved in reprogramming the BSI either, would BBA not be able to do this? If not, what are you paying them for again?

You can change some BSI settings, but I think some are 'write once', which is why BBA refer to 'virginised'

Although the instrument cluster contains a copy of the mileage, it's the BSI which tells it what to display. If communication with the BSI is broken, it will display 000000. Did you get the cluster and BSI from different cars? Sounds like they're addressed differently...

Perhaps the corrosion has spread up the wires and they're mainly copper oxide surrounded by a plastic tube. I wouldn't bother with the connectors, they're never 100% reliable and certainly 0% waterproof. I'd go for proper soldered joints with shrink tubing.

It's probably for stuff your car doesn't have. I think the main cable is 46HAB which carries data around the car, amongst other stuff.
