207 help

my friend has a 207 and it failed its mot as the indicator on the wind mirror doesnt work the garage have fitted a new bulb and fiddled about with it but cant seem to get any power to it does anyone have a clue as to what it might be???its only 3 years old

is it covered under the warrenty?
