My radiator fans on my 1.8L 16V w/ A/C was not working at slow speed, and one fan was not spinning at high speed.

Here is how I went on with trouble shooting:
Had a look in the wiring diagrams in Haynes for the model. Not much to go on, but gave some idea about how to go on.
Checked the three relays were indeed working when actuated. They are found in the front of the rad under the plastic cover with the logo - Contact cleaner sprayed everywhere.
Checked the connector for the Bitron controller was ok and clean - Contact cleaner sprayed everywhere.
- I have seen others posting problems with a lot of water inside this controller housing. If it seems to be the problem, then take it inside and dry it, or take it at part and look for busted relays and stuff.
Measured that voltage indeed reached the relays and try connecting the lower relay and hear it click when in high or low speed mode.
Measured that connection for the fan coils were below 10 ohms and not 2M ohms. (My fault was no connection through one (RH) motor = +2M ohms)

Then I knew one motor was gone. But instead of leaving it here and buy a new one, I took of the blade off and knocked on the motor with a hammer while the system was at high speed.
The motor slowly came to life as the sliders in the motor came back in contact with the rotor from the vibrations from the hammer.

Also remember:
Removing the plug for the (in my case brown) connector for the thermocouple for the Bitron controller on the thermostat housing will make the system start at low speed for 1 sec and then at high speed with the ignition on.
Turning on the A/C with a running engine, will run the fans at low speed only. A/C will not run with the thermocouple for the Bitron controller disconnected!

Hope I will be a help for many others, since I have had problems finding a solution online, and others simply just bought the whole lot from a breaker to solve similar problems.
Changing the motors or refitting a new rack will need to remove both the A/C rad and the cooling rad first, which calls for change of coolant in both systems ;(

Anyway, what are we doing? Nice work there sir. What I've found with the brushes is that they're generally worn out and the springs are on the end of what they can usefully do, hopefully yours was just a build up of dust inside and they have more meat to go.

Nice work finding a diagram of which relay is which too, with diagrams to show how the speeds are worked which is always hard to picture. I actually have that site bookmarked but failed to find much of use for the 406, obviously I was looking in the wrong place as per :frown:
