spongy brakes

hi all this topic has probably already been coverd but the brakes on my 406 are really spongy to the point where i dont think they are safe i have done the usual checked pads discs etc drums shoes etc all fine i have bled the system all ok , the brakess are ok at 10-20 mph any higher i am litrally standing on the brakes to stop any ideas welcome if i cant sort it the car is going unfortunatly :(

spongy or stiff? if it's stiff then i'd suggest a problem with the servo or abs, spongy perhaps a ballooning brake hose

thanks had a look at the hoses under pressure no evidence of a leak or a bubble
