cold feet

Talk about the 406's electrical system, what wires do what, how to add extra functionality, etc.

Has it always been like this since you had the car?
If so someone may have had the side panels off at some point and not got the ducting pushed all the way on (which is a bit of a fiddle!)
Does the airflow move away from the top vents when you select floor heat?

It does sound as though the ducts behind the centre console side panels are detached!
From memory there's a couple of torx screws to remove and then it will come out. Look for a tube behind this which is flared out on one end to meet the side panel. The other end is supposed to slot over the duct behind the radio area.

Yes, the "tubing" behind the centre console is an absolute PITA to have on properly... especially if you have lots of wires hanging around back there :supafrisk:
