Soak in some driveway degreaser (gunk, swarfega, etc) then take your pressure washer and blast it. I find the patio attachment works well on mine, otherwise I'd suggest whatever has the most pressure (mine's got a nice twirly one which at close range will happily destroy several plains of existence at a time... never taking THAT near a car )

i recall the time i took the suzukis engine out, my plan was to take the engine and gearbox out in one piece so there would be no mucking about with oil, so i had everything disconnected, and a strap wrapped round the engine, then lifted it up with the forklift, and then it got snagged on the clutch cable, i tried to undo the cable but then oil started pishing out the back of the gearbox so i just hacked off the clutch cable with an axe and got the engine out, there still was quite a puddle, but time was the essence, so i put brown card over it to soak the oil up, once it was soaked up i poured paint thinners over the oil and scrubbed like f*** (because it was the new shed and my uncle specifically told me no mechanicing was to be done in it) so getting the oil out was essential, so after scrubbing, i wiped it away with a towel, scrubbed again and then wiped it away, splashed a bucket of water over it and it was gone the following morning. This was for one of them smooth concrete floors i dont know if it works on rougher surfaces but thinners is worth a try.
I got some Thomsons driveway oil remover from B&Q in the end, poured plenty on and then scrubbed away with a harsh brush like a mad man........then didn't bother to rinse it and now it looks kinda weird, haven't has time to do any more (got the mother of all head colds) so will get the Karcher on it on Sat.

Once you've blasted the mortar out, do what puggy said & whip out the affected blocks / replace.
- money saving tip - use the same ones, upside down, or take 'em round to missus's friend's house & get her to put them on a 40-degree coloured wash / long spin

I think the blocks are different on the other side. Could just whip them out and swap them with blocks from Astra Diesels driveway or a neighbours drive
You could move the darker stained tiles about to make an interesting pattern, a flower perhaps, or a wavy line, or, if it's a big patch you could write something like DON'T PARK YOUR PIECE OF SH*T ASHTRAY IN MY DRIVE AGAIN YOU STUPID BINT for instance.
