If the mirrors are manual then no they are not heated. It is possible to retro fit them but you will need to run additional wires. You can pick up the earth in the door but you need a live running to the rear demister switch.

One terminal can go to any earth in the door & the other needs to go to a switched live.

Probably one of the element contacts has snapped off the glass. You can solder the tags back on, depending how manky the remnants are.
