Are you asking what the best model is or the best modification? Think you may be in the wrong section as I would've thought modifications (unless mechanical) would be best suited to the styling section.

i forgot about that mod. looking back it is a pretty good one especially for a D8 because black door cards are not available at all

As far as D9s HDis are concerned, performance enhancements are best achieved through ECU remaps:
HDi 90 can be remapped to around 110 HP
HDi 110 can be remapped to around 136 HP
HDi 2.2 can have the FAP removed and be remapped to around 180 HP
For all 406s, performance enhancements can definitely be had through the installation of a stainless steel exhaust, which will allow exhaust gases to flow more freely.
At the risk of reduced air filtration capability, you can also fit a fully-enclosed induction kit with cold-air feed, which will increase air flow to the engine.
For turbocharged petrol and D8 diesels, you can increase the boost pressure in the turbo a little, and increase the fuel flow by adjusting a screw (I think Bailes did that and showed pictures of it).

id go along with the stainless exhaust, induction kit and the strut brace as the best mods you can do on a 406
having done all of them on my 1.8 16v D8 its made it into fun car to drive and sounds rather sporty aswell
