right hand side towbar arm to chassis

Hi and hope you are all enjoying your Easter Break.

I have just fitted the towbar to my 1.9 1997 LXTD but notice that the right hand side chassis where the towbar arm is bolted is looking a bit rusty. As far as I can tell the main pulling weight is taken by the central section of the towbar which has two bolts into the rear member frame chassis. Is this a correct judgement?

Would it be a good idea to get a plate welded onto it to give it a bit more strength?

Have it plated for peace of mind!
maybe a thick peice of guage steel wouid be good,
