lurch i posted on your pic section but will ask here also.
have you not tried replacing the seals on the fogs ?
my D8 fogs have a rubber seal that goes around the hatch opening to change the bulb ?
other than that if its cracked i cant think of why it would get damp/wet inside.

They aren't cracked bit I'll look for a seal.
