The diagrams on here http://www.petrila.net/pug/Service/index.htm
suggest relay 1 in the engine fusebox, which implies F8 could be worth checking, (though like Steve, I think it's going to be one of the maxi fuses as I think the fans rated about 350 W. which would need about a 40A fuse).
On fully-mux cars some of the relays in the engine fusebox are controlled via the CAN / VAN busses. Worth trying a BSI reset?

are theas the mf fuses or something else, but how would i have 14v at the fan if one of the relays had gon faultey. i also have a hi resistance reading in one of the trig wires which i think may be broken.
the relays in frount of the engine fuse box are for the immobiliserand fuel system.
the bsi reset is sumting i have not thort about.

all fixed now it just trys to run all the time

fitted a new relay and removed the plug on drivers side
edit: i think the relay has watter in is as the fan moves sum timed and yes the ac is off
