heater problems

hi when i turn on the heater in my d9 406 2.0 hdi 110 the speed can change itself when i turn it on to 4 it might blow hard for a bit and get weak for a bit and blow hard for another bit i saw heater problems on this site before but when i searched i couldnt find any, i heard it might be the resister or something have ye any ideas?
