Sam and I both suggested blanking at 8.
As suspected, there's a vacuum supply (7) to a control valve (5). Assuming the EGR valve is working, then maybe it's worth a go removing the vacuum supply to see if there is any difference.
Bunging looks difficult here. If 7 is rubber hose then I'd try clamping it.
1. Unless you plan on blocking and refitting the pipe, (2), you need to block it at both ends, (maybe that's what you meant)?
2. Only two possibilities - the electro valve joins the two vacuum pipes together to open the egr valve, (most likely), or to close it. I would try it very briefly and carefully with both the vacuum pipe (10) disconnected and plugged, then with vacuum pipes 7 & 10 joined together. It'll be pretty obvious which ones shut, methinks.
Remember the need to seal off pipe (7) properly when you're done, as you risk losing the servo if it ever leaks.

I meant:
(1) remove and plug 7 at the EV end, (to ensure no vacuum to the EGR)
(2) join 10 & 7 bypassing the EV briefly, (to supply full vacuum to the EGR).
