After my car drowned by the big flood, the whole interior, sound system and engine bay is screwed.
currently, the car has been repaired for 3 weeks already and yesterday is the first time me and the guys (at the workshop) start the ignition. the pulleys turned, the alternator is fine, the starter dynamo is fine.
but there's no fuel pumped from the tank, .... after checking the cables. the current to the pump is below 10 Volts.
what could possibly go wrong? is it the ECU ?!

if you have below 10v then you probably have a corroded engine management earth, there are 5 or 6 green and yellow wires near the starter motor, these are the engine management earths, clean this up as they will probably be rusted solid after the car got wet

the first time we plug the battery, there were some electric short circuit sparks. turned out there were some problem with the starter motor, i'm not really sure but it has something to do with the motor were touching the engine body.
and some of the relay under the dashboard was also suspected being the problem.

the double relay in the engine ecu box triggers the fuel pump so this could have shorted out internally, this is quite a common problem on the d8 406 1.8 and 2.0
