From October 2014, and following the decision to scrap the Tax Disc we will no longer be able to sell a private car and allow the RFL to transfer to the new owner.

Upon buying a new car that needs taxing the new owner must do so straight away and the old owner applies for a 'credit' or refund of any remaining months.
To me, I can imagine the 'overlap' being quite handy for the Gov as I bet you can only get full-month remaining refunds. Also I can imagine new buyers will start getting all shirty wanting you to knock off the RFL value as part of the deal.

So how do you buy tax for a car you've just bought before the car is actually registered?

I can see what they're getting at but as you say, it's going to end up with more cash in .gov.uk's pockets.
At least you'll know where you are when buying and selling, the whole "how much tax left?" thing is just removed from the equation.
Don't know if it's really a concern taxing the car, it's just like phoning up to buy insurance before you drive it home (which we all do already anyway, don't we
), just another phone call. If they're really clever there'll be an app for that

Idont think it will make much differnce,
the only problem isee is cars will be taxed off a paperless system, (M.I.D)
so if you go into post office to pay for tax so you can use the car straight away..you carnt because of the M.i.D
takes upto 48hrs or longer for insurer's to update the database,.
id sooner have the old set up,just go in with covernote,handover coin,sorted drive car same day,
