Well I ordered a PP2000 anyway so I guess I'll see if it tells me anything useful.
Is yours Siemens as well? Is it any better after getting the injector(s?) done?

Since it's 2002 it probably is Siemens too. It will say on a few labels under the bonnet (slam panel and injector rail on mine), and also there'll be a primer bulb. Earlier HDi's used a Bosch injection system.

Did you have any luck solving this problem?

I got PP2000 working, and the injector stuff seems ok, e.g. injector flow correction seems off by about 10% at idle but is fine once the engine goes over about 1500 rpm. I haven't tried logging on a cold start yet.

But I'm starting to think about the starter motor again, especially after seeing this thread:
http://www.peugeotforums.com/forums/206 ... art-63649/

They mention the Mitsubishi starter motors are weak, and this is what is fitted in mine. Service Box says "STARTER MOTOR CL 4", and when i go to look at parts it lists these models:
VALEO (DEMARR) D 7 R 26
VALEO (DEMARR) D6 RA 107
MITSUBISHI M 000 T 82081
BOSCH 0 001 108 176
VALEO (DEMARR) D 7 R 27
BOSCH 0 001 108 183
MITSUBISHI M 000 T 85381
BOSCH 0 001 107 063
MITSUBISHI M 001 T 80082

Does anyone know which more powerful starters I could replace this with? Any recommendations?

Yes but which starter did you fit? There's a lot of people saying the standard 1.4 kW starter motors fitted in these cars are too weak for colder climates, and 1.7-2.0 kW replacements are available. There are many people having the same problems on Peugeot Forums and French Car Forums in 406s, 307s, 407s, and the vans with the same engine, and a few have had success with a more powerful starter.

After doing some logging with PP2000 on my car and eventually finding out where it saves these logs, I'm pretty confident that the injection system is ok - pressure seems alright and nothing else seems too far out of the ordinary. However I logged a cold start today and cranking speed was around 190-250 RPM - I've seen others say this engine needs more like 250-300 RPM to start. If the cranking speed is too low, then surely the main possible culprits are either the battery or starter?
