At 1800 rpm you've got maximum Boostage so I guess the engine 'sees' the load and how the 6-speed ratio can't translate that into effort so quickly and goes balls-out right-footage. Why would it use so much effort though when a little squib of throttle should maintain vehicle speed?
I notice the cc on the Volvo can be a bit over enthusiastic like this, not that I ever use it mind.

Ahh, The wonders of the anti pollution light, I too have had the worst experience with this dreadful thing. my car is a auto which makes it worse as I cant coast. I had this problem for about 6 months. I like my 406 better than my other cars, It's more refined and is smoother but the anti pollution system ruins the whole car.

...and in my case, the joy of Aunty dropping by on a daily basis and near permanent limp mode.
Finally had a chance to check it out today and discovered the swirl flap diaphragm's had it.
Now I have two old ones which both lack the plastic bit at the end that clips onto the bracket on the swirl flap shaft and the one on mine probably has the diaphragm itself split, so maybe I can make a good one from the bitz?
Not wanting to spend hours on it today, I've just disconnected the vacuum supply to the swirl e/v for now. Seems to run fine, be nice not to pussy-foot about trying to avoid Aunty.

Think I may become a swirl-flap-delete convert.
It finally dawned on me that the swirl flaps open to utilise all 8 inlet valves at 2100 RPM and I do most of my cruising at 70 mph / 2000 RPM.
Maybe this is not ideal.
I still think the bottom end response is marginally better with it working, but freely admit the difference, (if any), is so small you could convince yourself either way.
On the plus side, it does simplify the vacuum system even further - only one e/v for the turbo now required.

I was actually just reading that coupe club post you linked in the other thread, there's originally 6 electro valves? So 1 is indeed a simplification, especially as they're all likely to give problems.

The general consensus on the 'other' forum was the deletion of the swirl EV didn't have much effect, and the 8 valves closed gives better combustion efficiency in the lower revs - but I may wait to see how the Doggymobile gets on with a permanent 16v set-up.

Well it turns out the ball joint on my swirl flap actuator had popped off - did I notice? Nope. (Pushed it back on, it wasn't broken).
No change in performance, fuel economy, or anything.

Maybe wishful thinking, but I seem to have an economy improvement. Or maybe it had deteriorated very gradually while the diaphragm was failing and is now back on song?
