I can probably guess the rest of your chassis number but I have no idea what an adjuster wheel is - adjuster for what?

Having just lost a close Family member to a Brain Tumor I am sorry to hear of your loss.
As far as your post goes unfortunately you didn't explain what the problem was which has lead to some confusion. Whatever the problem is I hope you get it sorted but please give as much information as you can and then you will attract further help from members.

I'm ever so sorry for your loss. I'm not surprised you're not making much sense, you must be under a hell of a strain.
I'm not even sure you should be doing this sort of job when you have so much else to worry about.
Anyway, I'm not really understanding the issue you have with the aux belt. Either the adjuster bolt is seized or you're having difficulty pushing it against the spring, which Haynes says is quite hard.
Not having done one of these myself (when did fitting a fan belt get so complicated?) all I can do is copy the Haynes refitting procedure here and see if that clears anything up:

2.0 - New Drivebelt
14 Using the spanner on the hexagonal stud of the automatic tensioner pulley, move the pulley towards the rear of the car until the hole in the pulley arm is aligned with the hole in the mounting bracket. When the holes are aligned slide a suitable locking tool (a bolt of a length bar approx. 4mm in diameter) through the hole in the arm and into the mounting bracket. It is useful to have a small mirror available to enable the alignment of the locking holes to be more easily seen in the space available.
15 Working under the wheelarch, slacken the retaining bolt located in the eccentric roller

16 Ensure that the new belt supplied is correct. Fit the belt around the pulleys, ensuring that the ribs on the belt are correctly engaged with the grooves in the pulleys, and the drivebelt is correctly routed.
17 Turn the eccentric roller to apply tension to the drivebelt, until the load is released from the locking tool in the automatic tensioner

Without altering the position of the eccentric roller, tighten its retaining bolt to the specified torque (44Nm, 32 lbf ft)
18 remove the locking tool from the automatic tensioner, the rotate the crankshaft through four complete revolutions in the normal direction of rotation.
19 Check that the holes in the automatic tension adjuster and the mounting bracket are still aligned, and that it is now possible to insert a setting tool of 2mm diameter through both holes. If the setting tool will not slide in easily, slacken the eccentric roller retaining bolt and repeat the entire tensioning procedure.
