does anyone know what a BIN file is and what the heck you have to do to open it?

A BIN file is associated with a CUE file James. I'm guessing the torrent you downloaded came down in this format. If you are burning to disc then use Nero or equivalent ( Santa, Fab, Decrypter etc ), the cue file tells your prog where to find the info to burn. The CUE file will be titchy in size - usually a few Kb's whereas the BIN is the biggie. Open up your burning prog and add the CUE or double click the CUE and Decrypter etc will auto start anyway.
Personally i stay away from BIN's and CUE's as they are an old way of upping stuff and can be unreliable ( i.e. sync problems ). If you can find the same torrent with any of the extensions .IMG / .AVI / .VOB etc then your laughing. Also be careful of RAR's as sometimes the MPAA up em and once they hit 90% they stop - but by then they got your IP if your not using Peer Guardian or Hide IP etc.
As a side note, what do you think of VSOconvertX ??

well i wasnt doing anything remotley like that
ive got some mileage software to change the mileage displayed on the instrument panel of my 406 as i fitted a different set with the wrong mileage, i had to extract the program with winRAR (i think) but every file after i extracted the program has come out as a BIN file

well all i can tell you is i clicked on the file i wanted to extract, then winrar opend i clicked extract to then made a new folder and extracted the program to there

OK , right so you now got a folder with a load of BIN's in it - correct ???. How are you gonna use the prog ?, is it a case of connecting the laptop to the car - i'm not up on this kind of mileage software change thing
, but basically the upshot is the .CUE file contains the track layout information, while the .BIN file holds the actual data.
If you have a .BIN file but no .CUE, then,
.CUE can be made with just Notepad. A typical Playstation(One or 2) .CUE file looks like this:
FILE "image-name.BIN" BINARY
TRACK 1 MODE2/2352
INDEX 1 00:00:00
A typical PC CD-ROM .CUE looks like this which is what i'm guessing you need,
FILE "image-name.BIN" BINARY
TRACK 01 MODE1/2352
INDEX 01 00:00:00
"image-name.BIN" being the name of the image file (IWDII.BIN, CIV3.BIN and so on...)
Notice the difference of the track mode - PC-ROMs being Mode 1, Playstations CDs Mode 2 and (Super)Video CDs are also MODE2/2352.

You're making the massive assumption that the .bin files are optical disk images. I'd be willing to bet in this case they aren't. .bin files have traditionally been used to denote 'generic binary data'. James: tried just loading the .bin files into this software you've got?

Like i said i'm not sure about mileage transfer software so image transfer is really the only time i come across BIN's

Ah, OK either 1) it's not meant to be run on a PC or 2) the following should work
Grab a copy of Daemon Tools from here. It'll put a little red lightning icon on your taskbar/icon tray thing. Right-click it, 'virtual cd/dvd-rom', 'device 0.....', 'mount image' and in the window that pops up, change 'files of type' to 'all files (*.*)' and open the bin file
With any luck, either an installer should pop up, or if there's no autorun you can go to 'my computer' which will have a new drive icon there - the drive will contain the software to install.
