Siemens? Are you sure, as no official UK 406 had the spunkie set up.

This must be with the filter housing if it's a HDi, their known for being a sod to open and most places will just supply the filter ready in the housing. I had to do this, and it costs £50 for the 2.2HDi, broke my heart!

you can just replace the element but there an arse to get sealed properly again.
its a cheap bent metal washer that seals it.
just buy a new one from pug and be done with it mate.

Because that's the official peugeot line! I've got a discarded dealer CD (not the cheapo eBay type, a pukka pug one) which lists details of parts, recalls, etc, and that confirms it. The offical UK cars were specced with variants of the Bosch EDC 15C2 system (differing slightly in detail between model year and intened engine application, eg 90/110 etc), and the Bosch CP1 pump.

With the block exemption rules being changed some years back, and the relaxation of european trading rules, there are undoubtedly many 406s over here which were sourced from new on the continent, many probably in large batches of dozens or even hundreds, by buyers such as Hertz, Dial Contracts, etc, who could spec in RHD, but no official UK sourced, UK market 406 has Spunkie, according to pugs own technical service data.

On both types, it's best to disconnect the whole assembly and place the top of the cannister (which is Hex shaped on some) in a vice, then grip the body and undo it that way - it's a disaster in waiting if you try to release it in situ.
