If you distrurb the air flow pattern in the inlet manifold you will no dought change the way in which each cylinder draws it's air in. Possibly causing an inbalance of intake on one or more cylinder resulting in poor combustion.

pure crap, thats going to create more of an intake restriction than anything else, and the reason people will think they are getting an increase in economy is because they WANT it to work and will drive more carefully
