Looking at the wiring diagram, it seems that if the ECU can successfully test the fans at both speeds when requested to by PP2000, and it's recording a temperature value in excess of 90c but not turning the fans on low speed at that temperature, then the ECU is shafted.
If you're not getting it over 90c, then you've probably just got a broken gauge

I don't think there any connections to the clocks, specifically for the temp. gauge - looks like the info gets can-bussed there together with all the other clocks...
Doesn't mean you can't have a dodgy clock though.
On the 2.2 HDi, low speed is triggered at 97 deg., high at 105 deg. so it could well be your fan(s) are OK.

Re: coolant temp guage and fans not working
I've got to do the headgasket before i can run it up to that temperature, at idle its fine and doesnt pressurise the coolant, but as soon as i start to drive, the bubbles push all the coolant out of the filler cap
On idle, in this weather, you simply cant ever reach 97 degrees, and i have a new head, skimmed and ready to fit, but i'm still waiting for my new water pump to turn up as i am doing the belts, tensioners and water pump and the crank damper pulley at the same time as i do the head gasket, and i'm not doing it in sub zero temperatures !!

Re: coolant temp guage and fans not working
he said fans won't kick in even when A/C is on, so something to do with the fan control unit. Have you tried replacing your fan controlling unit with a working one. ?

Re: coolant temp guage and fans not working
Where is the fan control unit ?, i thought they were directly controlled by the ECU or BSI ?, i didnt see any other boxes inline
Re: coolant temp guage and fans not working
on my D8 it can be located close to the front left side wheel arch. have to remove the wheel arch cover to access it. Will post a pic on tomorrow. 1338 A1 TEMPERATURE BOX 96 /118 DEG GR - GREY as per Service pox.

Re: coolant temp guage and fans not working
Your D9 has 3 fan relays, described as low speed, hi speed and no specific moniker for the other, at least in HBoL
.
The coils are wired to the engine ECU and also the aircon 'pressostat'.
