Surely a track rod would be tight one way, loose the other
Anything siezing would be stiff all over. I'm not sure how the valves work in the rack but I think it would still self-centre. That's just bluddy wierd!

When you say it's stiff you mean it feels heavy, as if the engine was stopped? We seem to be losing the thread here. Top strut bearing will not create a feeling of stiffness with the steering wheel !! - the power steering is too strong for that. So it sounds like your power steering IS malfunctioning. The system is as simple as
a bike pump. Power is supplied via the pump that feeds a valve with oil, the oil pressure is diverted through a shuttle valve when you turn the wheel it first compresses a spring - one for right and one for left, that pushes a valve open against another spring this lets oil through to a piston which does the pushing. When it moves the piston the valve catches up and closes - this happens in a smooth continuous action until it meets the stops. There is a relief valve that blows off when the pressure gets too high. Any engineer with just half a brain can work it out from this - some typical faults come to mind. valve spring broken, valve seat contaminated with metal bits, seals leaking. Although the steering is fail safe it will be hard going at manoeuvring speeds.

Ok from your more accurate description that's not the strut problem relating to your broken road springs thread. This is something else and it sounds like you are dealing with a rack valve problem or just maybe the relief valve in the pump - the latter sniffs at the culprit and I think this because as the pressure comes on the plunger the valve lifts against a spring that may have broken and is intermittent maybe because the broken parts of the spring engage sometimes and sometimes not. It is not a new power steering pump you need in that case, it's just a spring in the relief valve.

Unlikely in your case, but the symptoms described could be a simple power steering belt loose.

It is possible to have a "loose drive belt," however, these multi ribbed belts with strong self adjusters rarely slip and if it did it would squeal and you would be experiencing charging problems as well.
